Summary

This report was commissioned by the Consumer Representatives to the National Association of Insurance Commissioners (NAIC) to describe the consumer challenges with long term care insurance (LTCI) access and affordability. The report details the disparities in LTCI access, particularly for middle-income individuals, Black and Hispanic/Latino communities, women, and people with disabilities. The report also includes recommendations for insurance regulators and NAIC to address the growing access and affordability gaps in this market.
